I haven't played the pc version of Madden in a long time but I just got the new issue of PC Gamer and they mention the FULL NCAA Roster (http://www.football-gaming.com/downloads/detailed/901.shtml) download for Madden 2004. Artwork for ALL teams is included and BCS and non-BCS teams are in two seperate files. The roster is up to date for this past season.
There is also a 31 team (1 team was left out giving you the option to create your own team). "NCAA Alumni" roster that allows you to play in Franchise mode. For example: Kordell Stewart plays for the Colorado Buffaloes, Warren Sapp plays for the Miami Hurricanes, Steve Largent plays for the Tulsa Golden Hurricanes, Tommy Frazier plays for the Nebraska Cornhuskers, etc.........
Unfortunately, you can only play exhibition games with the 117 team roster. And I'm not sure if these teams will work online since I've never played Madden online.
Kudos still go out to the guy who made this roster and artwork! :)
